Law books about Hong Kong serve a small jurisdiction. A book about Hong Kong's constitution is even smaller. Unless a scholar outside Hong Kong is interested in comparative studies, one expects him or her to use such a book extensively and in detail.

There will not be a market for this book outside Hong Kong. Who in another jurisdiction cares about Hong Kong's constitution? Who bothers to read a book about the constitution of Ethiopia.

This book is a well-researched and substantive publication. It must be based on author's doctoral thesis.
